Conversation with Atazov in the car: a Kyrgyzstani is suspected of inciting mass riots

The Investigative Service of the Ministry of Internal Affairs of the Kyrgyz Republic is conducting an investigation under Article 278 of the Criminal Code regarding mass riots. This was reported by the Ministry of Internal Affairs.

During the investigation, it was revealed that some citizens in Bishkek "organized meetings, expressed protests against state policy, and attempted to incite people to actions that contribute to mass riots."

Among those detained was J. M., born in 1971. As a result of searches conducted at his home and in his Toyota 4Runner vehicle, documents, five mobile devices, a micro-SIM card, foreign license plates, two notebooks with entries, a folder with 14 sheets titled "Ashara Hidast," 68 books in Arabic, a box with Arabic books, and two radios of the "INE" brand, as well as other items of interest to the investigation, were seized.

After the investigative actions were completed, J. M. was placed in custody at the temporary detention facility of the Main Internal Affairs Directorate of Bishkek. On December 13, he was charged under part 1 of Article 278 of the Criminal Code of the Kyrgyz Republic. On the same day, the court of the Pervomaisky district of Bishkek chose a preventive measure in the form of detention until January 5, 2026. Further investigative activities are ongoing.

In addition, the Ministry of Internal Affairs published a video recording in which the detainee communicates with former deputy Shailoobek Atazov. During their conversation, they touch upon elections and discuss the possibility of wealthy candidates participating in parliament, as well as express dissatisfaction with the actions of the authorities.

In the conversation, the interlocutors address topics of raider seizures and "kusturization." J. M. points out the unacceptability of pressure on small and medium-sized businesses, warning of possible negative consequences for society. Atazov, in turn, states that the authorities are misleading citizens.

It is worth noting that on November 22, law enforcement agencies conducted a series of detentions and searches in connection with a case regarding possible calls for mass riots. A video recording featuring politician Temirlan Sultanbekov served as the basis for initiating a criminal case, after which the Ministry of Internal Affairs began investigative and operational activities.

As part of this case, several politicians and former officials were detained or summoned for questioning, including Kadyrbek Atambaev, Shailoobek Atazov, Syimyk Japykeev, Kubanychbek Kadyrov, and others. Searches were also conducted in the families of politicians and journalists, including former first lady Raisa Atambaev, relatives of Temirlan Sultanbekov, and the family of journalist Dmitry Lozhnikov.

Later, it became known that some of them—Temirlan Sultanbekov, Kadyrbek Atambaev, Shailoobek Atazov, Kubanychbek Kadyrov, and six others—were placed in the temporary detention facility for the selection of a preventive measure. Other participants in the interrogations, such as Adakhan Madumarov and Syimyk Japykeev, were released after communicating with investigators.
