Vyacheslav Volodin, head of the State Duma, spoke about upcoming bills that will be submitted to the State Duma aimed at improving migration policy. He shared this information on his Telegram channel.

According to Volodin, among the proposals is a reduction of the mandatory medical examination period for foreign citizens, which is planned to be decreased from 90 to 30 days for those arriving in Russia for more than three months. It is also proposed to ensure mandatory notification of medical institutions: the Ministry of Internal Affairs of Russia will receive data on medical conclusions, while Rospotrebnadzor will receive information about cases of infectious diseases among migrants for quick deportation.

In addition, it is proposed to introduce administrative measures against foreign citizens who evade medical examinations, which may include fines and the possibility of expulsion by court decision. Stricter criminal liability for forging medical documents is also planned, which includes their illegal circulation.

Volodin emphasized that these measures are aimed at strengthening control over migrants and increasing the level of public safety in the country.

Previously, he also mentioned that the Federal Bailiff Service expelled about 35,000 migrants who violated migration rules this year. Furthermore, he reminded about the registry of controlled persons, which will come into effect in February 2025, and includes data on illegal migrants. As of September 1, 2025, the registry recorded 770,000 migrants, of whom one third are women and children.
