“During the 11 months of 2025, 54.4 thousand foreign citizens and stateless persons were expelled from the Russian Federation,” states the report.
Comparison with the previous year shows that in the same period of 2024, the number of expulsions was 79 thousand people.
The largest number of migrants was expelled in 2024, which was triggered by increased control following the terrorist attack at the "Crocus City Hall" on March 22.
It should be noted that in 2023, changes were made to the migration control system. As of February 5, 2025, the responsibility for making decisions on the expulsion of foreign citizens for violations of entry and stay rules in Russia was transferred from the courts to the Ministry of Internal Affairs.
It is also worth noting that more than half of the migrants leave the country voluntarily after the expulsion decision. The others are subject to forced deportation carried out by bailiffs, who accompany them to the border.
