In 2025, the Bishkek City Hall, in collaboration with the Research Institute of Prospective Urban Development, presented the General Plan project for the capital, which will be in effect until 2050. This plan takes into account changes in demographics, transportation systems, ecology, and the city's infrastructure.
On December 24 and 25, 2025, public hearings were held in Bishkek to discuss the General Plan project. The event was attended by representatives of the city administration, plan developers, relevant services, journalists, businessmen, and active citizens.
Residents submitted over 150 proposals, among which the following can be highlighted:
- Transport and Roads:
- Matyyev Street will remain as it is, while the planned D. Sadyrbaev Street will run to the west.
- It is planned to extend Akhunbaev Street to Razzakov Street with an intersection organized with the railway at Bishkek-2 station.
- Tram lines will be built along routes with high passenger traffic, including along Baytik Baatyr Street, while existing bus lines will be preserved.
- Development of the ring road and implementation of alternative solutions on the main streets of Panfilov and Logvinenko.
- Residential and Multi-Story Construction:
- On the southwest side of Sadyrbaev/Magistral Street in the Archa-Beshik residential area, a public-business zone is planned with the possibility of multi-story construction.
- Plots on Bokonbaev and Belinsky Streets will remain for low-rise residential buildings with the preservation of existing structures.
- In the Kyrgyzstan 1 and 2 residential areas, construction is allowed up to three stories; multi-story buildings are not planned.
- On Fuchik, Bakayev Streets, and in the Tunguch microdistrict, plots will be preserved considering private ownership and green zones.
- Social and Medical Infrastructure:
- In individual housing construction (IHC) zones, the placement of kindergartens, schools, and medical outpatient clinics is planned.
- A medical clinic is planned to be built in the Archa-Beshik residential area on Abdrahmanov Street.
- Green Zones and Landscaping:
- The Tunguch microdistrict and Bakayev Street will receive updated green zones considering private ownership.
- Roadside green strips will be preserved, and new parks are planned within microdistricts, including the 4th microdistrict and Karalaev Street.
- Historical Objects:
- All protected historical monuments, including buildings in the Stalinist Empire style, will remain untouched.
The city authorities emphasized that the updated General Plan took into account most of the residents' proposals, including the preservation of existing roads and private property, the development of both multi-story and low-rise construction, the creation of new green zones, as well as the development of tram and bus transport.
In addition, it is planned to open electronic access to the General Plan, except for engineering details that may affect the safety of the city. This will allow residents to monitor the development of the capital and participate in discussions of future projects.
