This law aims to:
- guarantee the rights of insured citizens to receive complete and accurate information about medical services, their quality, and conditions;
- increase the transparency and accountability of medical institutions;
- ensure better accessibility to medical care within the framework of the State Guarantees Program.
The draft law includes the following amendments:
For citizens (Article 13):
- the existing rights are supplemented by the ability to receive accurate information from providers and insurers about the quality, conditions, and types of medical, preventive, rehabilitation, and wellness services.
For medical service providers (Article 16):
- the requirement to maintain personalized records of services provided is introduced;
- the obligation to place information about the services offered, their conditions, and quality in accessible locations within the framework of the State Guarantees Program;
- it is necessary to provide citizens with data on operating hours, the list of services, as well as indicators of accessibility and quality.
Currently, the Mandatory Health Insurance Fund (MHIF) collaborates with 145 medical institutions, including general practice centers, hospitals, family medicine services, dental clinics, and emergency services.
According to the fund's information, over 5 million citizens, which constitutes 74.2% of the population, are insured and attached to groups of family doctors.
