The FOMS explained why Kyrgyzstan appealed to the EAEU court regarding health insurance issues for labor migrants.
At a meeting of the Committee of the Jogorku Kenesh on social issues, health protection, labor, and women's affairs, the chairman of the Mandatory Health Insurance Fund, Azamat Mukhanov, presented the relevant information. He emphasized the importance of protecting the social rights of citizens of Kyrgyzstan within the framework of the Union.
According to the fund, the initiative to appeal to the EAEU Court was given by the Cabinet of Ministers of the Kyrgyz Republic, and the appeal itself was prepared by the Center for Judicial Representation under the Ministry of Justice. The request contains a plea for clarification of the provisions of paragraphs 3 and 4 of Article 98 of the Treaty on the Eurasian Economic Union, signed on May 29, 2014, concerning access to social security, including mandatory health insurance, for the families of workers from EAEU countries.
The Mandatory Health Insurance Fund emphasized that Kyrgyzstan fulfills its obligations within the Union. In particular, the family members of workers from the EAEU who are on the territory of Kyrgyzstan have access to medical services through the mandatory health insurance system, which is in line with the State Guarantees Program.
At the same time, the Kyrgyz side regularly raises the issue of granting similar rights to the family members of Kyrgyz citizens working in other EAEU countries on a permanent basis within the framework of the Union's working bodies, intergovernmental commissions, and consultative platforms.
Furthermore, the Mandatory Health Insurance Fund noted that the appeal to the EAEU Court is part of the dialogue within the framework of the integration association and aims at legal clarification and uniform application of the norms of the EAEU Treaty.
