At a meeting of the Jogorku Kenesh, Deputy Gulnara Baatyrova, representing constituency No. 10, expressed the need to expedite the implementation of the state guarantees program in the field of medical assistance.

She reminded her colleagues of the directive from the Cabinet of Ministers issued on October 7, 2025, which was sent to the Ministry of Health, the Ministry of Finance, and the Ministry of Economy and Commerce. This directive concerns the execution of a program that ensures citizens' access to medical and sanitary assistance.

According to Baatyrova, the initial deadline for the implementation of the program is set for December 2025, but it currently remains unfulfilled. The deputy noted that the program was developed using a new methodology and includes 186 packages of medical services, with a clear definition of the recipients of assistance and the calculation of the cost of each package.

She clarified that with the adoption of this program, the Ministry of Finance will be able to more accurately determine which services and in what volume will be provided. "If the program is approved, the World Bank will provide a grant of 2 million dollars. Otherwise, if the relevant ministries do not present it to the Cabinet of Ministers by the end of March, the grant will be canceled," the deputy added.

Gulnara Baatyrova also reported that the implementation of the program will occur in stages: in 2027, the introduction of 60 packages is planned, in 2028 — another 60, with the goal of fully including all 186 packages by 2030.

The deputy emphasized the need to accelerate the process and timely submission of the program.
