GKNB: Former Head of GNS Admits Guilt, 4.3 Billion Soms Returned to the State

The State Committee for National Security commented on the sentencing by the Lenin District Court of Bishkek regarding the former head of the Tax Service, Altynbek Abduvapov, and his deputy, Islambek Kydyrgychov.

According to the GKNB, the detention of both individuals occurred on December 6, 2024, as part of a criminal case initiated under Article 337, Part 3, "Abuse of Official Position" of the Criminal Code of the Kyrgyz Republic.

The crimes were committed before the amendments that increased penalties for corruption and official misconduct came into effect. As a result, the court applied the provisions of the previous version of the Criminal Code, which allowed for fines in the case of a guilty plea and procedural agreement.




During the investigative actions, all defendants fully admitted their guilt and compensated the state for damages amounting to 4 billion 307 million soms.

According to intelligence data, the confessions obtained and the investigative and operational activities allowed for the identification and elimination of a stable corruption scheme that operated within the Tax Service involving officials and employees of the central office's inspection department of the GNS.

The GKNB emphasized that the results of the investigation contributed to the tax authorities fulfilling the tax and insurance contributions collection plan for 2025 in full, which ensured additional revenues of 40 billion soms.

The investigation regarding other participants in the case is ongoing. The agency noted that the public will be informed about its results and the measures taken later.

According to the verdict, Altynbek Abduvapov and Islambek Kydyrgychov must pay fines of 400,000 and 300,000 soms, respectively, to the state. Both are deprived of the right to hold certain positions and ranks, as well as awards.
