“On December 25, 2025, while scrolling through my Instagram feed, I stumbled upon a video where dogs were being shot. I couldn't believe that someone would post such things publicly. After opening the video, I immediately regretted it, as I saw all the details of this horrific act,” Kulova shared with the editorial team of Kaktus.media.She immediately submitted a complaint to the Instagram moderators, resulting in Meta imposing age restrictions on the video.
“I sent A. K. a message, in which I possibly called him a monster; I don’t remember exactly. He quickly reacted and blocked me,” the activist noted.
“I actively shared this situation on social media, and some other people who saw the video also filed complaints against A. K. In the end, there were nine of them. I personally brought all these complaints to the Kemin police department, where the chief immediately appointed Daniyar Kadyrkulov as the investigator,” she continued.
On January 19, 2026, another investigator, Azamat Jooshbaev, called the activist and invited her to give testimony on January 21. As Kulova recounted, he asked her only two questions: to explain what happened and to find out if she had known the blogger before.
“I detailed how I saw the video, how I wrote to him, and how he blocked me, and I also mentioned that I had never even heard his name before,” she added.

The ruling refusing to initiate a criminal case.
“I consider this decision wrong and plan to appeal it,” Kulova emphasized.She reminded that there are numerous scientific studies indicating a link between animal cruelty and violence against people, as well as social aggression.
“A. K.'s actions promote violence, which is already too prevalent in our society,” the activist concluded.
