Project "Tulpar". Over 20,000 preferential cards issued in Bishkek in a year

In 2025, 34,560 school "Tulpar" cards were issued in Bishkek, as well as 20,600 discounted cards for pensioners and people with disabilities, and 90,500 standard cards. This was reported at a press conference by Bekzhan Akmatbekov, the director of operational activities for the project.

According to him, 1,445 validators have been installed in public transport.

“Over the year, we added 322 new validators and brought in 120 devices of a completely new model that had not been used before. Next year, we plan to gradually replace all existing validators with new ones,” Akmatbekov stated.

He also noted that there are two payment methods for public transport in Bishkek.

“There is a differentiated tariff: when paying in cash, it is 20 soms, while cashless payment is 17 soms. There are no restrictions on the use of cash, and people continue to pay this way, although we do not have exact data on the volume of such payments. To fully transition to a cashless system, it is necessary to revise the tariff policy, increasing the price difference by more than three soms. However, these tariffs fall under the jurisdiction of the city hall and the city council,” he added.
