According to information from the press service of the State Institution "Kyzmat," Dosaliev's statements regarding gender reassignment were hypothetical and were used solely to illustrate potential legal issues.
“The example he provided does not reflect the actual practice, decisions, or initiatives of our institution. We do not propose or initiate changes to the PIN due to gender reassignment,” the press service stated.
During the meeting of the Committee of the Jogorku Kenesh of the Kyrgyz Republic, held on January 19, a draft law proposed by the Ministry of Digital Development was discussed. This draft regulates the process of assigning and changing a PIN in cases of technical errors, duplication of numbers, as well as in cases of incorrect data regarding gender or date of birth, and in other situations provided for by law.
The main idea of the draft law is based on the principle of "one person - one PIN," which is intended to ensure the accuracy of data in state information systems, as stated in the clarification.
