In Kyrgyzstan, a public discussion has begun on a draft law concerning a new benefit called "Bala Irysy." This draft law proposes a monthly payment of 1,200 soms for each child under the age of three, without taking into account the family's income.

The document published for discussion amends the Law "On State Benefits in the Kyrgyz Republic" and was created in accordance with the president's decree on the implementation of new social support measures.

According to the proposed changes, the "Bala Irysy" benefit will be granted to children from the moment of their birth until they reach the age of three, with the payment amounting to 1,200 soms per child.

This financial support will be provided regardless of the family's income level and will continue to be available even in the presence of other types of state assistance. The only exception will be for benefits for families living in high-altitude and hard-to-reach areas.

In the case of multiple births, the benefit will be paid for each child. Women who are in places of detention and have given birth will also be entitled to receive the payment.

The legislative act proposes to establish the procedure for the appointment and termination of payments, as well as to include "Bala Irysy" in the list of state benefits. Importantly, the benefit will be granted on the condition that the child lives with the person receiving the payments.

The developers of the law note that the introduction of the new benefit aims to reduce the level of child poverty and support families with young children. Currently, many families are not covered by existing support measures, and every third child in the country lives in poverty.

If the law is adopted, it will come into effect on July 1, 2026, with the benefit being granted for children born starting from August 1, 2023.
