Corruption in government bodies, according to the chairman of the State National Security Committee (GKNB) Kamchybek Tashiev, mainly manifests itself in the process of budget allocation and its utilization. He noted this in a conversation with the television channel "Region TV".
Tashiev pointed out that the source of corrupt practices is the abuse of official powers and the appropriation of state resources for personal purposes.
According to the head of the GKNB, President Sadyr Nurgozhoevich has emphasized the importance of combating corruption and ensuring national security as key tasks since 2020. "If we can implement these measures within the framework of the law, it will contribute to the development of the state and yield real results," he added.
He also noted that corruption is mainly not found among ordinary citizens. "Government bodies are the main source of this problem. One of our priority tasks is to streamline this process, eradicate corruption, and at least establish systemic control over it," Tashiev emphasized.
Speaking about previous punitive measures for corrupt officials, he noted that they were not strict enough. Detained officials often regained their freedom by paying fines and returned to government positions where they continued to commit crimes.
"A person does not change. We realized that stricter measures are necessary. Despite the fact that we returned property and funds to the state, the effect in terms of shaping public consciousness was minimal," he noted.
Tashiev reported on joint work with President Sadyr Japarov to tighten legislation: "By the end of 2024, we developed and adopted laws aimed at combating corruption, which were signed by the president on December 30, 2024."
The head of the GKNB supports the public's demands for stricter punishments for corrupt officials. He provided a personal example: "We detained a former prime minister, who ended up sitting at the same table with me at an event. Despite the fact that we seized property from him, including factories and plants, it was extremely unpleasant to see him next to me. It caused discomfort, as the person who violated the law was sitting next to me."
Tashiev emphasized that tightening punitive measures is necessary to foster an understanding in society of the unacceptability of corruption and to protect state interests.
