"Eco Operator" collected 60 million soms in 2025 from disposal fees, - Minister of Nature

In 2024, a law concerning production and consumption waste was adopted, which introduced a recycling fee for 24 categories of goods according to the Commodity Nomenclature of Foreign Economic Activity (TN VED), including 300 subcategories. This was reported by the head of the Ministry of Natural Resources, Meder Mashiev, in an interview with AKIpress.

The Commodity Nomenclature of Foreign Economic Activity (TN VED) is a system of codes used to classify all goods crossing the borders of the countries of the Eurasian Economic Union (EAEU), including Russia, Belarus, Kazakhstan, Armenia, and Kyrgyzstan.

“We have implemented the principle of extended producer responsibility (EPR). As a result, a state enterprise called 'Eco Operator' was created, which is now responsible for collecting recycling fees,” the minister noted.

According to Mashiev, by the end of 2025, "Eco Operator" collected about 60 million soms, which will be used for the recycling of plastic and packaging materials, as well as other goods.

The minister clarified that currently, cars are not included in the recycling fee system; however, some of their components are already included. “Of the 24 categories of goods, several relate to automotive components, such as glass, tires, and batteries,” he added.

According to him, the Ministry of Natural Resources will make a decision on the introduction of a recycling fee for cars after analyzing the results of the extended producer responsibility system.
