She noted that according to legislation and international practice, control over the implementation of the project always remains with its creators. Umuraliyeva also emphasized that local authorities do not inspire confidence.
“It is important that the author's supervision remains with your institute; otherwise, local authorities may turn this document into something incomprehensible. You will be protecting your creation. This is a fundamental issue. We have already encountered situations where construction began in a protected green zone,” she added.
Irina Grishechkina, an architect from St. Petersburg and a member of the group developing the new general plan for Bishkek, agreed with her point of view.
“All changes must be coordinated with us. We continue to work and are ready to come for discussions on any issues,” Grishechkina reported.
