General Conditions
The new regulations cover the following events:- weddings;
- bride send-offs;
- celebrations for cradle laying, cutting of ties, circumcision;
- religious rituals of "hajj" and "umrah";
- funerals and memorial events.
Objectives
The main tasks of the new regulations are:- to form a culture of conducting family celebrations;
- to reduce financial pressure on young families;
- to preserve national traditions and customs;
- to prevent social inequality;
- to increase citizens' responsibility.
Wedding Organization
Wedding events should be conducted with consideration of the financial capabilities of the newlyweds and their families, without resorting to borrowed funds.The following is recommended:
- limit the number of guests to 200;
- hold the wedding within one day;
- refrain from events that require significant expenses;
- not organize mass weddings (more than 350 people);
- avoid excessive food preparation;
- limit to the slaughter of one animal;
- conduct photo and video shooting within reasonable limits.
- hold events that contradict traditions;
- make inappropriate jokes;
- display wealth;
- have a convoy of more than three cars;
- use fireworks and excessive shows;
- pressure for expensive gifts;
- follow traditions associated with excessive spending.

Bridal Send-off
The bride send-off ceremony should focus on family and spiritual values.It is recommended that religious and community organizations conduct awareness-raising activities to preserve cultural values.
Funerals and Memorials
When organizing funerals and memorials, the following should be considered:- the event should take place on the day of the funeral without limiting the number of participants;
- after the funeral, the slaughter of small livestock or one head of large cattle is permitted;
- the anniversary of the memorial is voluntary;
- the main purpose of the events is prayer and unity;
- explanations about excessive celebrations should be provided by representatives of the clergy;
- sanitary norms should be observed;
- provide a modest table;
- invite only close relatives;
- instead of memorials, it is recommended to engage in charity.
Role of Government Bodies and Local Self-Government
Local authorities should:- conduct informational work among the population;
- reduce social pressure with the help of clergy representatives;
- disseminate examples of simple celebrations through the media;
- develop unified recommendations.
Participants in Event Organization
