Essence of the Proposals
In the new version of paragraph 25, it is proposed to introduce a provision that will require scholarship recipients studying under this program to be included in the reserve of personnel for state and municipal service without competitive selection, which will be done on a priority basis.Additionally, the new Chapter 6 stipulates that scholarship recipients must return to Kyrgyzstan after completing their studies and work in the country for five years in various sectors, regardless of ownership forms, or reimburse the costs of their education.
Goals of the Changes
This initiative aims for the "El Umutu" scholarship recipients to contribute to the development of Kyrgyzstan's economy by applying the knowledge and international experience gained in their professional fields. The five-year mandatory work period is necessary to return the state's investment in human capital and to form a sustainable personnel base in the country.Studying similar international programs, such as "Chevening" and "DAAD," shows that the optimal work period ranges from three to five years, which allows not only for the reimbursement of state costs but also for the effective use of knowledge and skills acquired abroad in government projects.
This approach will also contribute to strengthening institutional memory and reducing staff turnover in the republic.
It should be noted that over three years of program implementation (from 2022 to 2025), the republican commission has selected and sent 37 scholarship recipients to study abroad in master's and PhD programs:
- 31 scholarship recipients studied in master's programs;
- 6 scholarship recipients studied in PhD programs.
- graduates of 2022-2023 - 8 individuals;
- graduates of 2023-2024 - 11 individuals;
- graduates of 2024-2025 - 24 individuals.
