
As part of the criminal case initiated by the Ministry of Internal Affairs of the Kyrgyz Republic, the actions of Almazbek Ismankulov, as well as other officials from the J. Balasagyn Kyrgyz National University and the ministries of health and education, are being investigated. The accusations relate to corrupt schemes involving the unlawful appropriation of medical equipment supplied to the country through foreign loans.
The story begins in 1997 when the "Medical Center of KNU 'InterHospital'" was established at the J. Balasagyn Kyrgyz National University, with Almazbek Ismankulov becoming its director. In 1998, he signed a contract with the Korean company "Medison Co. LTD" for the supply of medical equipment to Kyrgyzstan.
Subsequently, through a corrupt scheme involving a forged meeting of the founders of "InterHospital," the university's share was transferred into private hands. From 1999 to 2000, medical equipment worth over 9 million US dollars was supplied to the country. Ismankulov and his accomplices from government structures unlawfully distributed this equipment among private clinics owned by him. Meanwhile, the loan for the purchase of the equipment has not yet been repaid, and by court decision, the repayment obligations lie with the state. As of 2025, the debt amount has reached 31 million US dollars.
As a result of operational-search activities by the Main Directorate for Combating Organized Crime of the Ministry of Internal Affairs of Kyrgyzstan, Ismankulov was detained on suspicion of corruption under Article 336 of the Criminal Code. The Pervomaisky District Court of Bishkek has chosen a preventive measure in the form of arrest against him.
Currently, additional investigative actions are ongoing to identify all individuals involved in this case.
