In his address, Kasymaliyev emphasized the importance of compassion and support for people with special needs, as well as the necessity of developing inclusive policies at the state level.
In his message, he said:
“Dear compatriots!
Every year, on December 3rd, we, together with the global community, celebrate a day dedicated to the protection of the rights of people with special needs, as well as efforts aimed at their full participation in public life.
Compassion and empathy are reflections of the cultural and civilizational level of our people. Such an attitude should be inherent in each of us, and at the state level, it should be accompanied by specific policies and measures, both economic and social.
In our country, there are 221 thousand people with disabilities, of which more than 37 thousand are children. This situation is becoming a serious problem for the state. Therefore, in addition to providing benefits and material assistance, our government must ensure access to quality education, vocational training, rehabilitation services, and the creation of accessible infrastructure for these citizens.
Attention is also paid to the causes of disabilities, with measures being taken to prevent traffic accidents and other incidents, as well as to care for the health of citizens and timely treatment of diseases to prevent their progression.
In the context of the industrial and technotronic era, the emphasis shifts from physical strength to intelligence, which opens new opportunities for people with disabilities. Digitalization plays a key role here: it provides channels for learning and creates convenient workplaces for people with special needs.
Government institutions, social services, volunteers, and civil society are working together to improve rehabilitation services, accessibility of educational institutions and public spaces, as well as increasing the inclusivity of digital platforms. This helps people with disabilities become full members of society.

Our compassion and ability to support each other are among the main values of our people. Continuing to assist people with special needs is our collective duty. The state will continue to consistently develop policies in this direction.
I want to express my gratitude to the parents and relatives who tirelessly care for the health and education of children and people with special needs, as well as to social workers, doctors, teachers, and volunteers for their hard work and dedication.
