The author of the video in social networks containing calls for interethnic hostility has been detained in Kyrgyzstan, as reported by the State Committee for National Security (GKNB) of the Kyrgyz Republic.
The owner of the Instagram account "mamyrbaiv" has been identified as a citizen of Kyrgyzstan, M.B.M., born in 1986. He published a video containing false information about construction, aimed at provoking interethnic hostility, regarding the presence of Chinese citizens in the country.
It has been established that M.B.M., who works in the construction sector (as a monolithic worker), was aware of project changes concerning the dismantling of the facade of the building and used this information to create and disseminate a provocative video. His actions were motivated by personal animosity towards Chinese builders.
The Ministry of Construction, Architecture, and Housing and Communal Services of the Kyrgyz Republic has refuted the information presented in this video. It was emphasized that the project changes concern the dismantling of windows that were installed in a checkerboard pattern, in order to bring them in line with the new project, and all work is being carried out in compliance with construction standards and under the ministry's supervision.
A criminal case has been initiated regarding this incident under Article 330 of the Criminal Code of the Kyrgyz Republic "Incitement of racial, ethnic, national, religious, or interregional hostility." M.B.M. has been placed in the GKNB pre-trial detention center, and investigative actions are ongoing.
