The incident occurred on December 28 at around 01:48, when a report was received at the "102" duty station that a group of people was beating a man lying on the ground under one of the apartment buildings on Tynaliyev Street.
This information was registered in the automated information system of the Internal Affairs Department of the Lenin District. Police officers promptly arrived at the scene.
As a result of operational actions, four young men were detained: S.A., I.A., U.S., and K.A., all born in 1999. They were in a state of alcohol intoxication and were disturbing public order, as well as violating the requirements of the Law of the Kyrgyz Republic "On Silence".
Protocols were drawn up against the detainees under Article 126 (petty hooliganism) of the Code of Offenses of the Kyrgyz Republic.
After all necessary documents were processed, the detainees were placed in a temporary detention cell of the Internal Affairs Department of the Lenin District.
