
According to the instructions from the GKNB leadership, during the work to uncover corruption schemes in local government bodies, serious violations of legislation were found on the part of the akim of the Bakai-Ata district, A.B.M., who previously held the position of head of the Talas regional department of the Ministry of Natural Resources, Ecology, and Technical Supervision, and the director of the Talas forestry, A.N.Dzh.
According to the collected information, from 2022 to 2023, the mentioned individuals organized a scheme that allowed for the illegal provision of land plots for recreational purposes on the territory of the state forest fund. These plots, located along the central highway, were allocated to citizens M.N.I. (3.2 ha), K.u.Ch. (3 ha), A.G.A. (2 ha, the akim's spouse), and S.M.T. (1.2 ha), on which recreation areas were built.
Moreover, the lands were allocated without the necessary procedures: mandatory forest losses were not calculated and paid, a positive conclusion from the state ecological expertise was not obtained, and there was no registration with the cadastral authorities and architectural bodies. As a result, the state suffered damages of more than 23 million soms due to the non-payment of forest losses.
Additionally, in 2024, akim A.B.M., using his official powers, in collusion with the former deputy of the Ak-Dobo ayil district, S.I.A., and the former head of this district, B.O.Dzh., issued a permit for the felling of 475 "pyramidal poplar" trees in the Bakai-Ata district without the necessary permits. This action also caused damage to the state amounting to 5 million 310 thousand 505 soms.
In connection with the aforementioned facts, within the framework of criminal cases under Article 337 of the Criminal Code of the Kyrgyz Republic "Abuse of Official Position," akim A.B.M. and director A.N.Dzh. were detained and placed in a temporary detention facility. Currently, investigative actions are ongoing to identify other participants in the corruption scheme.
