The investigation suggests that during the period from 2022 to 2023, the akim of the Bakai-Ata district, A.B.M., who previously held the position of head of the Talas regional department of the Ministry of Natural Resources, Ecology, and Technical Supervision, together with the director of the Talas Forestry A.N.Dzh. and other individuals, organized a scheme for the illegal provision of land plots for recreational purposes. These plots, with a total area of 9.5 hectares, were owned by the state forest fund and were located along the main road leading to the city of Talas. The participants in the scheme transferred the land to citizens: M.N.I. (3.2 hectares), K.u.Ch. (3 hectares), A.G.A. (the akim's spouse, 2 hectares), and S.M.T. (1.2 hectares), on which recreation areas were built.
The land was provided without accounting for and paying mandatory forest losses, without the necessary conclusion of a state ecological expertise, without registration in the cadastral services, and without coordination with the architecture and urban planning authorities. As a result, the damage from evading payment for forest losses exceeded 23 million soms, as reported by the GKNB.
Furthermore, in 2024, the akim, using his powers and without the necessary permits, in collusion with former deputy of the Ak-Dobo ayil district S.I.A. and former head of this district B.O.Dzh., issued a permit for the felling of 475 "pyramidal poplar" trees in the Bakai-Ata district, which also caused damage to the state amounting to 5 million 310 thousand 505 soms.
A criminal case has been initiated on this matter under Article 337 ("Abuse of Official Position") of the Criminal Code of the Kyrgyz Republic. The officials have been detained and placed in the temporary detention facility of the Talas Internal Affairs Directorate.
During the investigation, other individuals involved in this case are being identified.
