
According to reports, on December 26, 2025, a local resident, I.E., born in 1989, approached the police department of the Moscow district. He stated that a citizen, G.A., starting from 2024, hired between 25 to 30 people to perform concrete work on the construction of the small hydropower plant. However, the salary for December of last year, which was supposed to be 50,000 to 60,000 soms per month, was never paid.

In connection with this incident, a criminal case was initiated under Article 209 "Fraud" of the Criminal Code of Kyrgyzstan.
During the investigation, it was revealed that G.A., born in 1993, acted as a subcontractor, performing work based on a verbal agreement with the company "A.G.E." at the sites of HPP-1 and HPP-2. The cost of the concrete work was 5,500 soms per cubic meter. To carry out his activities, the individual entrepreneur was registered in the name of his wife.
About 100 local residents were employed in the construction, who were paid 200 soms per hour. However, from November to December 8, 2025, salaries were not issued to approximately 25 workers.
The investigation established that during the specified period, 7,200 cubic meters of concrete work and other construction tasks were completed. The total amount of funds received by G.A. from the company "A.G.E." amounted to 43 million 446 thousand 878 soms, of which 3 million 115 thousand were paid in taxes.
G.A. was detained in accordance with Article 96 of the Criminal Procedure Code of the Kyrgyz Republic and placed in a temporary detention facility. The investigation is ongoing.
