A case has been opened in Russia against Ekaterina Bivol for insulting based on national grounds

As reported by the united press service of the courts of St. Petersburg, an administrative case has been initiated against Ekaterina Bivol based on Article 20.3.1 of the Code of the Russian Federation on Administrative Offenses. She is accused of inciting hatred or animosity and humiliating human dignity in connection with a video that was posted online and contains negative statements about Kyrgyz and Kazakh people.

The process was initiated on November 5, 2025, by an employee of the "E" department of the Main Directorate of the Ministry of Internal Affairs of Russia for St. Petersburg and the Leningrad Region, who conducted monitoring of the Internet. The investigation was prompted by a video posted on one of the Telegram channels, where Ekaterina Bivol makes a series of statements.

A linguistic examination confirmed that the content of the video indeed carries a negative assessment regarding people identified by national, linguistic, and genetic characteristics. In particular, this concerns Kyrgyz and Kazakh people, and the comments made include insults and profanity, as well as claims of superiority of one group over another.

According to court data, the specified video material was published online on October 22, 2025, at 11:03.

The first hearing on the case is scheduled for January 29, 2026. In accordance with the sanctions of Article 20.3.1 of the Administrative Offenses Code of the Russian Federation, Ekaterina Bivol may face a fine of up to 20,000 rubles, compulsory work for up to 100 hours, or administrative arrest for up to 15 days.
