According to the document, the campaign will begin on January 15 of the current year and will aim to replace old licenses with new samples.
The duration of the campaign is defined as "until a decision is made on its completion by the authorized state body in the established manner."
The State Center for Registration of Vehicles and Drivers, which operates under the Office of the President of the Kyrgyz Republic, has been appointed responsible for implementing this campaign.
Additional Conditions of the Decree
- The decree provides for active information work through mass media and internet resources.
- During the campaign, a medical certificate in form 083, confirming the completion of a medical examination, will not be mandatory.
- All activities will be carried out within the framework of approved financial plans, without attracting additional budgetary funds.
- The issuance and registration of new driver's licenses will be carried out by the State Center at its own expense.
- The personalization of licenses will be carried out by the State Institution "Kyzmat" also at its own expense.
- The open joint-stock company "Uchkun" has been tasked with the production of licenses, and the joint-stock company "Kyrgyzpost" with their delivery, again without additional budget costs.
- The Ministry of Foreign Affairs has been instructed to consider the possibility of excluding the requirement for medical certificates issued by foreign medical institutions when replacing driver's licenses abroad, as well as to ensure the collection of consular fees according to established norms.
The Cabinet of Ministers has been given a two-month period to implement the specified measures. Control over their execution has been assigned to the department for monitoring the implementation of the decisions of the president and the Cabinet of Ministers of the president's administration of the Kyrgyz Republic.
The decree comes into force on January 15, 2026, and is subject to official publication, as stated in the announcement.
It was previously reported that the campaign for the free replacement of driver's licenses was initially planned to last until February 18, but it was later announced that it would be extended.
