Citizen's Statement on Violation of Election Campaign Conditions by Candidate Sulaymanov Not Confirmed, - CEC

The Central Commission for Elections and Referendums on December 7 reviewed the complaint of Dilmurad Rahmanov, in which he claims violations of election campaigning by the candidate for the Jogorku Kenesh from the multi-mandate electoral district No. 5, Eldar Sulaymanov. This was reported by the press service of the CEC.

In his appeal, Rahmanov indicated that from November 29 to 02:30 on November 30, campaign materials of candidate Sulaymanov were displayed on LED screens along Kurmanjan Datka Street in Osh, starting from the "Dostuk" border post. He believes that this constitutes a violation of part 1 of Article 23 of the constitutional law "On the Elections of the President of the Kyrgyz Republic and Deputies of the Jogorku Kenesh of the Kyrgyz Republic".

At the meeting of the Working Group held on December 4, 2025, D. Rahmanov was invited to provide testimony. He confirmed his claims; however, he did not provide any documents or other evidence that could objectively support his statements.

According to Article 43 of the same constitutional law, all complaints must be substantiated and accompanied by relevant evidence. As stated in the CEC's message, the Working Group concluded that Rahmanov's arguments are presumptive and unverified, rendering them invalid as evidence.

As a result, taking into account the above and in accordance with electoral legislation, the CEC rejected Dilmurad Rahmanov's complaint.
