Some city residents were questioning whether their housing could be demolished for the construction of multi-story buildings under this program.
According to the vice mayor, the general plan does not govern the renovation process but merely establishes zoning and permissible building heights.
Kadyrov noted: "The decision on whether a new building will be constructed on the site of your home is made by you, the owners. If an investor interested in your plot appears, you will be able to discuss the details of the future project with them. The general plan does not concern renovation; it only defines functional zones and their heights," he emphasized.
