The court fined a woman for slapping her ex-husband. What’s wrong here?

In the Sverdlovsk District Court of the capital, a woman was fined 10,000 soms for hitting her ex-husband. Lawyer Nurbek Toktakunov reported this on his social media page.

He noted that the man had subjected his ex-wife to physical and psychological abuse for a long time, which is confirmed by the existence of 16 protection orders, as well as a conviction from the Lenin District Court under the article "Torture."

The incident that led to the fine occurred at the moment the ambulance arrived when their child was injured. The woman's defense argued that the incident should be viewed in the context of previous instances of violence and the severe psycho-emotional stress she was under.

However, as the lawyer stated, the prosecutor of the Sverdlovsk District noted during the court hearing that this case was not related to previous episodes of violence. The court supported this viewpoint and considered the case separately from other circumstances.

The lawyer plans to appeal this decision.

In the Kyrgyz Republic, issues of family and domestic violence are regulated through the Law "On Protection and Defense from Domestic Violence." This law allows for the issuance of protection orders that prohibit the aggressor from approaching the victim, communicating with her, and committing violent acts.

Despite the fact that protection orders are issued by judicial and law enforcement bodies, human rights defenders and lawyers point to problems with their enforcement and control in reality. In cases of systematic violence, criminal liability may arise under the article "Torture."

According to official data, over 10,160 cases of domestic violence were registered in the country in the first seven months of 2025, significantly exceeding the figures for similar periods in previous years.
More than 90 percent of victims of domestic violence are women.
Experts attribute the increase in registered cases to both a rise in the number of incidents and the fact that victims have become more willing to report to law enforcement and social services.
