The State Duma did not support restrictions on money transfers by migrants abroad

In Russia, the State Duma rejected an initiative concerning limits on money transfers by migrants abroad. The recommendation against the feasibility of the bill, proposed by deputies from the "New People" faction, was voiced by the Committee on the Financial Market, as reported by "RIA Novosti".

Proponents of this initiative argued that introducing a limit on transfers equal to the official salary of migrants would help bring their income out of the "shadows" and increase tax revenues to the state budget.

However, the committee's conclusion notes that the bill is fragmented and contains significant shortcomings in regulation. The document lacks clear mechanisms for monitoring compliance of transfers with official income, and there are no defined procedures for filing declarations and verifying information. Additionally, there is no specification of liability for violating the established rules.

Moreover, representatives of the Russian authorities emphasized that the document requires serious revision and could lead to negative consequences, such as an increase in illegal employment and a rise in the outflow of cash rubles, including to EAEU countries, where currency moves freely without customs control.
