
The signed decree changes the rules for the work of civil servants
The President of the Kyrgyz Republic, Sadyr Japarov, has approved a new decree that introduces changes to the activities of civil servants. This information was published by the presidential administration.
The document titled "On Amendments to Certain Decrees of the President of the Kyrgyz Republic" aims to improve the work of the administration as well as employees of state and municipal services.
The changes concern the procedure for awarding, lowering, and depriving class ranks for both state civil and municipal servants, as well as for individuals engaged in political and special state activities. Specifically, the list of documents required for awarding class ranks of advisors to state and municipal service of 1st to 3rd classes has been clarified, and the authorized body has been granted the right to request additional materials when evaluating candidates.
Additionally, a number of changes pertain to terminology: the word "higher" has been removed from normative acts in relation to class ranks, and the phrase "on the implementation of the Five-Year Action Plan for the Development of Mountain Regions" has been replaced with the more general term "on the mountain agenda".
The names and list of positions in the Register of State and Municipal Positions have also been updated, including changes in the presidential administration and the apparatus of the Jogorku Kenesh. This concerns deputy heads of departments, sector leaders, experts, and state inspectors, as well as representatives in the National Council for the Development of Virtual Assets and Blockchain Technologies.
The decree has corrected previously adopted decisions regarding the Five-Year Action Plan for the Development of Mountain Regions for 2023-2027. One of the points of the decree has been declared invalid, and the annexes to the document have been revised. Similar adjustments have been made to the documents regulating the work of the presidential special representative, who is now officially engaged in issues related to the "mountain agenda".
Furthermore, the structure and staffing of the administration of the President of the Kyrgyz Republic have been updated, and some provisions have been removed from the decree regarding the activities of the presidential special representative for special assignments.
