The City Hall of Nookat is conducting legal proceedings regarding facilities in the Chechme-Sai water protection zone.

The city hall of Nookat is actively engaged in legal proceedings concerning properties located in the water protection zone of the Chechme-Sai canal.

According to information provided by the city hall, the disputes involve two large buildings that were constructed directly over the riverbed of the canal. These proceedings have been ongoing for 17 years, and the city hall is once again attempting to reclaim the land for state ownership and demolish the relevant structures.

According to municipal data, the plots related to the protected zone were transferred to private hands in 2007 by a decision of the city hall when the mayor was Y.A.

A total of four illegal structures have been identified in the protection zone of the Chechme-Sai canal. Judicial decisions have already been made regarding two of them: one building has been demolished, while the other lawsuit was not satisfied. Currently, proceedings are ongoing for the remaining two properties.

The first of the disputed structures has an area of 160 square meters and is located directly over the riverbed. Back in 2011, the district prosecutor's office initiated legal proceedings demanding its demolition; however, the case has dragged on for many years.

In 2025, the city hall, along with the city council, filed a new lawsuit. Initially, the hearing scheduled for March 13 was postponed to March 31 due to the absence of the parties.

The second object is a two-story building with an area of 190 square meters, located along the key highway Osh—Batken—Razakov, and also built over the Chechme-Sai canal. Currently, a shopping center operates there.

In 2022, the Ecological Inspection achieved partial demolition of the structure that was located beyond the "red line" of the road; however, the main part of the building remains untouched.

According to some sources, this building is registered under relatives of the deputy of the Jogorku Kenesh, N.A. The court hearing for this object has also been postponed to March 31.

Government agencies, including the Ministry of Emergency Situations, the Sanitary and Epidemiological Service, and the State Construction Committee, have reported that these constructions violate legislation. The Chechme-Sai canal is a strategically important infrastructure element through which mudflows from the dam located above the city pass. Specialists warn: "In recent years, the riverbed of the canal has significantly narrowed due to illegal constructions, which creates a flood threat for the city, as it previously could pass large volumes of floodwaters without obstruction."
