Aibek Junushaliev: The City Hall Rejected Proposals from Construction Companies on the Master Plan

In the first stage of discussions held for the residents of the Lenin District, the mayor of Bishkek, Aybek Junushaliev, explained why the general plan was developed by foreign specialists rather than local ones. He noted that in 2019, local experts presented a draft of the PDP, which did not receive public approval. As a result, it was decided to engage a company with international experience. Initially, a Japanese company was involved in developing the concept of the general plan, and then the projects were refined by specialists from a research institute in St. Petersburg.

According to the mayor, this institute has over 700 developed general plans to its credit, of which 95% were approved. These plans pertain not only to Russian cities but also to other countries. In accordance with established norms, specialists carefully reflected the current situation in Bishkek. A special website was also created to collect suggestions from citizens, and many of them coincided with the official vision of the city hall. The new general plan outlines areas for the development of green spaces, social facilities, and other key elements of urban infrastructure.

The total number of suggestions received exceeded 300, and over 90% of them were taken into account, leading to adjustments in the general plan project. The mayor also noted that the revised project will be published for public discussion.

Junushaliev added that many proposals from construction and lobbying companies were submitted to the city hall, but all of them were rejected.

“Following their logic, the city does not need green zones and public spaces—only plots for construction, to build and sell apartments as quickly as possible,” the mayor emphasized.
