According to the lawyer, the incident took place in April 2025 in the Kok-Zhor residential area. Two 12-year-old boys were returning from school and, while playing, knocked on the gate of one of the private houses. As a result of these actions, one of them, A.B., was forcibly dragged into the house by the men and was held there from 12:00 to 14:00.
Yetekbaev added that during this time, the men used physical force against the boy and threatened him, claiming they could send him to a "monkey house" and then to prison. Meanwhile, the boys' mothers called the police, and two patrols from the Oktobrskiy District Department of Internal Affairs arrived at the scene.
The lawyer also noted that one of the men turned out to be a former employee of the Ministry of Internal Affairs' Service for Countering Extremism and Illegal Migration, which raised additional questions.
As a result, GOM-4 initiated a criminal case under Article 280 ("Hooliganism") of the Criminal Code of the Kyrgyz Republic. Yetekbaev expressed the opinion that the investigative authorities should also have opened a case under Article 165 ("Kidnapping").
"Despite all the appeals from the parents demanding action regarding the fact of kidnapping, no actions were taken. In this regard, we urge the Chairman of the State National Security Committee, Kamchybek Tashiev, to take control of the investigation," the lawyer concluded.
