According to this document, the implementation of the project will be entrusted to several federal agencies, including the Ministry of Internal Affairs and the Ministry of Labor, as well as other relevant departments. An important part of the project is the development and implementation of a number of key stages.
The main tasks include:
- to prepare and submit to the government by May 15, 2026, drafts of federal laws necessary for the implementation of the experiment;
- to create a special information system for targeted recruitment, which must be launched by the Ministry of Internal Affairs of Russia by December 1, 2026;
- to develop a mobile application to simplify the participation of migrants in the experiment, in collaboration with the Ministry of Digital Development, also by December 1, 2026.
Rostrud and local authorities are required to organize consultations for employers hiring migrants no later than December 10, 2026, and then conduct such events annually.
During the implementation of the project, emphasis will be placed on compliance with labor legislation and other regulatory acts.
Upon completion of the experiment, the Ministry of Internal Affairs and the Ministry of Labor of Russia must prepare proposals for integrating the results of the project into Russian legislation for its permanent application by October 30, 2030.
